High-level consultations on the reform of the public prosecution service of Ukraine held in Strasbourg

High-level consultations on the reform of the public prosecution service of Ukraine took place on 26-27 March in Strasbourg. The CoE standards regarding the organisation and functioning of the prosecution service were presented to the Ukrainian delegation. The principles which should underpin the future reform of the public prosecution of Ukraine were also discussed.

The Council of Europe Secretary General Thorbjorn Jagland, the Director General of Human Rights and the Rule of Law, Philippe Boillat, the Secretary of the Venice Commission Thomas Markert, as well as the leadership of the European Court of Human Rights, held bilateral talks with their Ukrainian counterparts, notably the Prosecutor General Victor Pshonka, the First Deputy Chairman of the Verkhovna Rada Ihor Kalietnik and the Advisor to the President of Ukraine Andriy Portnov.

Encouraged by the adoption in 2012 of a modern Criminal Procedure Code of Ukraine and by the pledge of the national authorities to continue legal and institutional reforms of criminal justice system, and conscious that the public prosecution plays a key role in this sphere, the Council of Europe will offer its full support to Ukraine in order to promote the reform of the public prosecution of this member state, in full compliance with the standards of the Organisation. This cooperation will be ensured in particular through the implementation of the Project “Support to criminal justice system reform in Ukraine”, financed by the government of Denmark.

The high-level consultations were concluded by an agreement on the concerted steps to be taken in the nearest future with a view to developing the new legal framework of the public prosecution service of Ukraine.    

Консультации высокого уровня по реформе государственного обвинения службы Украины, состоявшейся в Страсбурге

Консультации высокого уровня по реформе государственного обвинения службы Украины состоялся 26-27 марта в Страсбурге. Стандарты Совета Европы, касающиеся организации и функционирования прокуратуры были представлены украинской делегации. Также были обсуждены принципы, которые должны лежать в основе будущей реформы прокуратуры Украины.

Совет Генерального секретаря Европы Турбьёрн Ягланд, Генеральный директор по правам человека и соблюдению законности, Филипп Буайя, секретарь Венецианской комиссии Томас Маркерт, а также руководство Европейского суда по правам человека, провел двусторонние переговоры с украинскими коллегами, в частности, генеральный прокурор Виктор Пшонка, первый заместитель председателя Верховной Рады Украины Игорь Kalietnik и советник Президента Украины Андрей Портнов.

Воодушевленные принятия в 2012 году современного Уголовно-процессуального кодекса Украины и залогом национальными властями, чтобы продолжить правовые и институциональные реформы системы уголовного правосудия, и осознает, что прокуратура играет ключевую роль в этой сфере, Совет Европа будет предлагать свою полную поддержку Украине в целях содействия реформе государственного обвинения этого государства-члена, в полном соответствии со стандартами Организации. Это сотрудничество будет обеспечено, в частности, путем осуществления «Поддержка реформы системы уголовного правосудия в Украине" проекта, финансируемого правительством Дании.

Консультации высокого уровня были заключены соглашения о совместных шагах в которые должны быть приняты в ближайшее время с целью разработки новых правовых рамок государственного обвинения службы Украины.
